Rust server Problems

I recently wanted to start my own rust server, but I have a big problem and I don't know where it is in the line. I've tried setting up servers for multiple things (Teamspeak, Minecraft) but for some reason I can never get it to the point where anyone but me can connect. I know I have to port forward, and I do, but even with following all instructions I can't get it to work.
 
Are you using your public IP address? (google what is my ip)
Have you tried turning off Windows Firewall completely?
Does your router have a firewall built in?
Did you forward the ports on your router and in windows?
Do you have another computer in-house you can test it with?

I have tried that ip and still nothing.
I have not tried my fire wall off, I will when I get the chance and report back.
My router does have a firewall, but the security settings have been set to low so it shouldn't be a problem (theoretically).
I forwarded ports in the router, but not in windows. Could that be a with this?
I do not have a second computer to test
 
The Windows firewall is likely blocking incoming connections, turning it off completely is way to test if it's the problem if people can connect. The router firewall may be an issue as well.
You'll also have to forward the ports in windows.

Solution
