My hard drive takes a lot longer than it did to allocate disc space for a game on steam and I do not know why. its a western digital 1TB I got back in 2013. I is about 70% full i would say. I checked its health and it seems fine, so I have no idea. Please help.

However, I'd still recommend you to run the QUICK and EXTENDED tests from WD's Data LifeGuard Diagnostics for Windows and make sure to check on the SMART data results, not only the health status.
I'd also advise you to perform a full backup of the data you have on the hard drive and make sure you copy it to a different storage drive/device before proceeding with the troubleshooting.
Another thing you might want to try is switching the SATA ports on the mobo or even give a different SATA cable a try. Hopefully, this would improve the transfer rate.

Your best bet is to just buy a small SSD as a boot drive and use HDD ONLY as an external. HDD's have a lot of issues and are well known for their slow read/write speeds.
