Upgraded Build 8gb Ram now hardware reserved

I recently upgraded to an i7 4790k from an fx 8350 and along with the new motherboard i also got more Ram.

In my old build I had 2x4gb kingston 1333 and 1x8gb Corsair valueselect 1333 Ram

The combo I got for the CPU, Mobo, and Ram came with Corsair Vengence 2x8gb 1600.

So i first tried to use the new ram and the old 1x8gb stick for a total of 24gb and when I first booted it up i noticed that only 16gb of ram was recognized by task manager. In resource monitor it showed as 8gb of ram hardware reserved. But this whole time the bios has always seen all 24gb, as well as windows it jsut keeps 8192mb reserved.

So I have spent the last 3 hours googling and trying all the different things possible and nothing I have tried has worked despite everyone else having the exact same things work.

So far I have moved the Ram around to different slots. Updated the bios, did the msconfig max memory checkbox both on and off, reran the WEI and tried all of the old Ram with the new and nothing i have tried has worked. And I know from previous experience that I can run 1333 ram with 1600 because I have done that with an older build.

I have the Asus z97-a usb 3.1 MB
Evga gtx 670 Gpu
I7 4790k CPU

So I was really hoping someone would have some other advice that i haven't been able to find yet.
