Paperclip test on an Antec HCG 520M

Hi everyone, I'm trying to trouble shoot a problem with a build and I tried doing the paperclip test on the power supply (Antec HGC 520M). The power supply fan started to spin for a fraction of a second and then stopped. Would this conclude that the PSU is faulty?

yes if the unit was not plugged into anything and you jumpered out the green to black wire. if the fan came on then off then there an issue with the unit.

Do you have a fan or something connected to the PSU as you should not turn it on with zero load. Does that model have a zero fan setting for quiet operation at lo load? If it does than the initial spin then stop is that setting taking charge. If you attach a fan or any item to draw power and that doesn't spin continuously then yes you have a duff PSU.
