I just changed and installed a new graphics card but now my Internet doesn't work.

The ethernet cable doesn't shine up like it used to and the wireless network is very unstable. I managed to connect to the wireless but the signal bar is 0 ( usually 4-5 ) and the Internet speed is ridiculously slow compared to the normal speed. The wireless Internet breaks off constantly

I realised that when I key in ipconfig in cmd it says that media state : media disconnected

What graphics card did you upgrade to? Some cards have a network controller as part of the software that is downloaded when installing a new card and this controller can cause problems like the ones you listed. It usually shows up in the tray in the botton right corner of the screen. If you find this control disable it so it is not manipulating the network.
