Yes it looks good for the budget you have set but without stating the obvious a bit more money could get a you a lot more.

If you can afford it deffinately 4gb, I know GTA V for example uses around 3gb of video memory so 2gb may hold you back for some games.
 


The EVO 212 is also fairly quite when under light load, and only noticeable at high CPU temps.
