If your system already had that 460 watt PSU, and all you'd be installing is a GTX 950, then I'd say you're fine. But if you're planning on upgrading, I recommend that you choose something of higher quality, so that you have more options in the future. For instance, do you see yourself one day upgrading to a GTX 970 or beyond? If possible, how much more money could you pull together to buy a higher quality power supply? But in answer to your direct question, yes, that power supply has two 6 pin connectors.

Yes, from the picture it appears to have two 6 pin connectors running off the same wire. You can see a close-up image, if you click the "detailed information" link. With that said, I would not order it. What precise system are you intending to install this replacement unit? (full specs please, including GPU).

I dont believe it does, it appear to have a 20+4 pin, and then a 4+4 for cpu, no 6 pin gpu. Regardless i strongly advise against buying a power supply of this caliber, it will surely die within a year or two

edit: oops the 4+4 that i thought i saw were 6 pin, sorry

Regardless, your Geforce 9800 GT has a TDP of 105 watts versus 90 for the GTX 950, so the new GPU will pull slightly less wattage. Simply pull the six pin connector out of the right side of the 9800 GT and plug it into the top of the 950, and you should be good to go. Please remember to register your card with EVGA the moment you receive it.

You also might as well swap in a new CR2032 watch battery, so that your system doesn't forget the calendar or SATA settings.

So i opened up my computer and remove my geforce 9800 gt only to find that the 6 pin wasn't plugged in to it. It worked fine before i opened it, should i plug in the 6 pin or leave it unplugged?

Sure, plug it in. I'm surprised it worked. I know that half of the EVGA 750 Ti's, have one 6 pin connector that is optional; it's designed for people who wish to push a more aggressive overclock above the factory. Maybe that's the case with the 9800 GT, but that card is 8 years old, so I honestly don't know. I'd be curious to know if the card would be faster once you plug it in. Give it a shot and let us know.

Plugged it in and still runs at the same speed as before with no issues. And yes i plan on slowly upgrading overtime as my budget allows. I will be starting with the Geforce GTX 950.

You also asked me for my specs before:
Geforce 9800 GT
Intel Core i5-3450 CPU @ 3.10GHz
12 GB RAM
 
I'm guessing you have Windows 7 64 bit, since you have 12 GB of RAM. I don't know many people who opted for 64 bit Windows XP. It would be great if your motherboard supported SATA 3, because a future upgrade to SSD would be blazing. If you paste the motherboard model #, I could simply Google it. There are a lot of cool things you could upgrade.
