Processor: i5-3470 (i5 3rd gen) w/ stock fan (gets pretty loud under load)
Motherboard: ASUS P8B75M_LX
GPU: AMD 7870 XT
Power supply: Corsair CX 600 (I know! This was all that was available at the time)
Case: Cooler Master K380
HDD: 1 TB WesternDigital

Mouse: Razer Deathadder Left handed
Keyboard: Logitech K200

What would your priority be? I know it depends on my requirements but I want to know what you'd upgrade first. Hypothetically.

PSU first, so you're not tempted to use the old one with an expensive graphics card, then the graphics card. Then you can move these to a new build when the 3470 isn't able to do the things you want.

Wait for pascal and polaris, by that time the 970 will drop in price if you still want it or you can go for a similarly priced card with much more performance
