GPU Thermal Throtting even though it never goes over 60 degrees?

So I was playing Dirt Rally and I noticed that I started to lag over time (100 FPS when I started the event, 50-60 when I reached the finish line.)

I opened up MSI Afterburner and saw that my GPU was thermal throttling or underclocking itself.
It went in the first 10 minutes from 1137 MHz to 823 MHz.
My GPU never went over 60 degrees Celsius.

Main Specs:
Intel Core i5 4670k
msi gtx 660 twin frozr
16GB RAM

Thermal throttling shouldn't be a problem at 60C. Something else is going on. Either a defect in the card or something else. What is the make and model of your PSU?

Btw, I presume it isn't down clocking simply because it has less demanding frames to render when that happens? That would be normal.

My PSU is a Corsair CX750M.

I don't think it's down clocking because of less demanding frames, since I run the game at pretty high settings and in my opinion the tracks atleast should get more demanding.

I also tested this in CS:GO where it was a constant 800 MHz through out the whole session. :)

On Battlefield 4 and Hardline, the clock speed was a constant 1100ish :)
