Low ping but still experiencing lag while playing games online.

I really only play counter-strike: global offensive but I am getting this on all other games as well. the lag stutters once every second. it is almost like the lag has a pulsing heartbeat. This has started happening a couple months ago and I have been dealing with it ever since. It has really gotten on my nerves and I need to fix it now. So, when I test the ping on pingtest.net I get ping at 80ms and jitter at around 90ms which is high. I can test it again 10 seconds later and it will be fine at 18ms ping and 4ms jitter, but that will last for only a short minute and it will go back to torture. I am using a usb wifi adapter on my desktop and I thought that was the issue so I bought a new one and I'm still getting the same problem. I've tested the same thing on my laptop on the same wifi connection and I got ping at 30ms and jitter at 4ms. So I am now convinced that it is something to do with the hardware in my desktop and it is not to do with the wifi adapter, or my internet. I am now coming here to get help to figure out what it is in my computer that could cause this.

That sounds like a router issue but with the little information posted we cant make a fair assessment of the situation. We need to know what speeds you are getting from which provider using what router/modem. Also would be nice to know what brand of usb wifi adapter used, (have a netgear n900 that just keeps dropping).
