EDIT: Issue seems fixed now, it was a pagefile usage issue, it was maxing out while playing these games. Upped the max it can use and that stopped the spikes!
So I got a new XFX r9 380 GPU for my PC about a month back and from the start it's been really underperforming. Now I've found out why. The GPU usage monitored in MSI afterburner is all over the place. GPU usage graph playing rust: http://imgur.com/LavccJA
The dips on the graph directly correspond to the fps drops in game so it's definitely the issue, also the section where it wasn't spiking was when I increased power limit on MSI afterburner by 5%. But it just went back to spiking after around 10 seconds. So maybe a power issue? My GPU is powered by a 700W Aerocool 80 plus bronze certified PSU by 2 6+2 pin connectors.
Things I've tried already to try and fix it:
On another thread someone said something about a northbridge chipest that could be a problem with my CPU maybe? Not entirely sure what they meant when they said it.
So any help with this would be absolutely great. I just bought this new GPU for £160 and it's performing worse than my old one that was 2 years old!

Completely uninstalling (Using the AMD utility and DDU) my drivers and reinstalling the lastest ones.
Reseating the 6+2 pin connectors and reseating the GPU
Fully formatted my entire hard drive, so I doubt it's a software issue.
