How much does the CPU effect graphics?

I am in the market for a gaming laptop. I would go for a desktop but I am not allowed to set up a system that large at work so the laptop is my best option. I am going to buy either a GTX 970m or 980m. I have the money to buy a $2000 system but I don't really want to spend that much if I don't have to.

It looks like the systems in my price range mostly have 970m and they appear to run most modern games at high levels. I kept my last game machine for 5 years so I do want some longevity which is why I am considering the 980m.

My question is this, if I go for a 970m with a 6th gen i7 like the 6820hk or 6700hq is it going to be at a huge disadvantage to a system sporting a 980m with 4th gen i7 like the 4720hq. How much does the CPU play into the effort of making up the gap between the 970m vs the 980m. The 970m 6th gen systems run from 1200-2000 and the 980m 4th gen run 1800+.

What's my best bang for the buck? I am thinking that if I bank the $600 now I could probably upgrade sooner next time but if I go for the 980m now I might not need to. I want fallout 4 to look really good! Thanks for any input.

Solution
Well, the CPU doesn't effect gaming or the GPU that much, unless you are trying to pair a really low end CPU with a high end GPU. In that case, the GPU will underperform. The main thing you will want to look at is the GPU.
