Intel i7 4790k or Xeon 1231v3

You could save a LOT of money if you got the 1231v3 because you could use the stock cooler and you could use a cheaper H97 motherboard. The 1231v3 off 95% of the performance so it's up to you. If you're close to or over your budget, grab the Xeon. If money isn't really an issue, stick with the 4790k.

That psu is fine for that build unless you are gonna try to hit 5.0ghz with that i7.

The 4790k will be slightly better for gaming due to higher clocks, however the performance increase is probably not worth the extra money. If it were me I would get the 4790k only because I enjoy overclocking, if you dont plan to overclock I would just get the xeon and spend the extra cash on a better gpu. You should be able to overclock with that power supply.

With that GPU I would get a 650W PSU so that you have adequate headroom for overclocking your rig.
If your just gaming and doing light editing the 4790k would be absolutely fine in my opinion although it really depends on what you are gonna use the rig for.
