I have had a computer for a long while now and i think its time to get an upgrade, however i dont have a ton of money to spend. Any build suggestions?

Not really. OS alone will use 25% of that budget. Your best chance would be a refurbished or off-lease business machine with a GTX 750ti GPU added for decent low-level gaming.

Do you have any parts you can re-use?

This is a very weak and minimal system and still well over budget.
