How do I build a Dead Silent PC?

Just like the title indicates, I have a goal: That is, to build a dead silent PC that will be fully capable of gaming on high quality, without compromising anything.
Basically, I want my PC to produce ZERO (0 db) noise when idle, or browsing the web, or watching a video, listening to music, etc. But when I launch a game and the cpu/gpu start to heat up, their fans will come back to life and cool the heatsinks.

Right now I have an MSI GTX 970 Gaming, which already does that my default. So the GPU is all set as far as I'm concerned.

Also, I know there are PSU's on the market that turn off their fan when the system power draw is low, so I can buy one of those. So that is A-OK as well.

My 2 main issues are:
1. CPU fan, and
2. Hard drive

I have a 3tb hard drive, and of course like all hard drives, it produces noise. The time that I have dreamed, where consumers will be able to purchase a 3TB SSD for less than $200 isnt here yet, its probably years into the future. So buying a really expensive SSD isnt an option for me, I cant afford it.

But until that time comes, maybe I can compromise by having my HDD turn off automatically when idle, and just make the rest of my PC silent.

The thing that I cant figure out, is:
How do I make my CPU fan turn off when the processor is idle and/or at low temps?
I dont want low RPM, low noise, I want ZERO noise, so the fan needs to be off. But it also needs to turn back on when the temperature reaches a certain threshold. Just like my MSI 970 Gaming gpu.
And it needs to happen automatically. No fan controllers that will require the press of a button and/or turn of a knob.

You can't turn off your CPU-fan, but you can buy virtually silent coolers unless you have one crazy passive cooling tower on there and they are afair quite expensive, heavy and large. The best way is probably to go with some sort of watercooler and intake / exhaust fans that are quiet, the Fractal Design 240MM ones spring to mind. Can't remember their productname though.
 
Many new graphics cards are "0 Db " with the fans stopping completely when you are not gaming

The cpu, is more duifficult though there have been coolers made that perform OK without fans , or with very slow turning fans . The scythe Orichi was one of them but it was vast . The Ninja was originally fanless and might be OK on a modern i3 with no fan. The case fans should move enough air .


But the simplest way to make a pc quiet is .............put it in another room , DVI and USB cables can be up to about 20 ft long [ and even longer if you ignore the spec ] In a basement can work with a little hole drilling

I think any modern board will do it, Asus anywhore does it.
