cpu fan constantly high, even though cpu temp stays the same

Please help.

My cpu fan speed is really loud. the cpu temp is 32c at around 1500-1700rmp. however sometimes the fan will to above 2200-2700rpm for a long time and the cpu temp stays about the same. Even if the cpu temp goes to 40-55c, is sometimes 1500-1700rmp. i am worried that something is wrong.

Even at idle the cpu is around 30-35, and the cpu will just be crazy, going up and down and sometimes staying at 2200+.

my cpu GHz, goes up and down from 1.00GHz-4.00GHz within seconds, just jumps up and down.

i have, no matter what i do, turbo, silent, standard fan just goes crazy. do you think i need to replace the cooler? because the "noise" is coming from the water pump i think.
 
if that is the pump noise then that could be a serious issue, but based on the fan RPM, it is the fans making all the noise. are they on the correct pins on the motherboard? also perhaps try a different fan header? I'll be back tomorrow it is late here.
