First off, I HAVE used http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems and have done my research, cruised old posts etc etc...

This build is intended to be a home dual monitor workstation for an accountant. No or limited video, ton of spreadsheets/browsers etc and spotify. I didn't intend on using a graphics card.

Specs:
Gigabyte GA-F2A88XM-D3H

AMD Athlon X4 860K Kaveri Quad-Core 3.7 GHz

G.SKILL NS Series 8GB (2 x 4GB) 240-Pin DDR3

EVGA 100-W1-0430-KR PSU (430W)

I receive no video signal and hear an AGP error twice in a row on startup (1 long 3 short) All fans/lights function flawlessly. I have tried both input plugs on the mobo, and have set my monitor to the right input. I have reseated/pasted the CPU heatsink for good measure, with appropriate quantity. Installed non-conductive buffers on the standoff screws. At no point did I handle any component without being grounded/aware of shock. I have jumped in an attempt to default to onboard, and pulled the battery alternately. EVERYTHING on that checklist was performed.

Only video card I had available to check was a gtx260 that barely fit/psu didn't have enough connectors for the card. Would anybody recommend purchasing a cheapo vid card so I can at least post and set bios to onboard graphics?

Solution
Have you got a video card in the machine?

The athlon 860K is NOT an APU and will need a graphics card added . There is no onboard graphics.

an old Radeon 6450 is a good choice , so is the nvidia GT 210 . Either would be about $30
