High usage on 2nd card in SLI

Hello all -

I have an SLI 980 Ti (Strix) setup and I'm kind of curious about why the 2nd card (The secondary as far as settings go, and all reports) is running a minimum of 10-15 degrees hotter than the primary? It's also staying at 1GHZ, and 1000MV and high fan speeds, even when everything is idle.

Does anyone have any information as to why this might be happening, or what to check?

I've done some research and a lot of people do state the primary card runs 10 degrees hotter during high usage, but this is opposite and 24/7.

For sure, I just done believe an almost 20 degree difference with no load, in a high 60s house.

I'm wondering if it might be a setting or something I need to disable, somewhere. I prefer Windows PCIE Power Mode, so it may also be a culprit....

It's mostly because the 2nd card NEVER settles down. It stays at 120%

So here is how it's played out so far:

I re-installed Windows 10 (Something un-related. Was an issue with every folder being assigned to 'Trustedinstaller'.) On this format, the cards were fixed. Primary(red) was back to being the main one used, and the one with the main draw. Blue was idle outside of gaming.

Win10 had an activation issue, and MS had be re-install Win7, and upgrade. I did - Now I'm back on Win10 a third time, and we're back to the blue being primary.

It's also confusing why it -never- downclocks. Why it sits at 7400MHZ MemClock, and 1300 GPUClock just idling in Chrome.

I know your primary is whichever is in the top port - So does anyone have any recommendation? I've actually done quite a bit of Googling to not avail.
