Need advice for video card upgrade on a dell t3500

I've read that there may be some compatibility issues with certain video cards on this system. So I want to ask anyone who's knows what works in this system what I can get that's better than what I have.

Here are my specs:

Dell T3500 Stock Motherboard
Intel Xeon 3565 3.2Ghz (runs great, don't need to upgrade this for a while)
Asus Gtx 750TI OC
12GB DDR3 Ram
250GB Samsung EVO SSD
850W B2 Evga Supernova

I want to be able to run "any" game on 1080p maxed out and not maxing out the card.
My budget, due to the shit Canadian dollar right now, is lets say...$300CAD, so I think that's probably in the range of 200-240 USD. I would consider a bit more if it's really worth it.

How much more capable, in practice, would you say the r9 390 is compared to mine? I'm hoping to get close to doubling the power.

On Passmark, the relevant average 3D scores:

GTX 750 Ti : 3687

GTX 960 : 5953
R9 390: 6867

There are 3 Precision T3500's on Passmark baselines using the R9 390. These all have 6-core CPU's. The System with the W3670 3.2GHz has a 2D score of 458 and the 3D is 7250.

The W3565 system with the best 3D score uses a GTX 970 which scores 7949- which is more than double the 3687 average for the GTX 750 Ti.

There were only a couple of GTX 970 sold under $300CAD- mostly they are $350 or more

The GTX 770 at 6162 is not bad either. I find it odd that of the 83 T3500's with a W3565, there is not one with GTX 750 or 750 Ti as that seems such a natural choice. The GTX 770 appears to be good value:

EVGA NVIDIA GeForce GTX 770 (02G-P4-2774-KR) 2 GB GDDR5 SDRAM PCI Express 3.0... sold for $156 CAD (8 March 16).

The least expensive R9 390 on Ebahhh CA was $266 CAD, another was $299 and quite a number for about 350-400 CAD.

So, if you're patient and lucky a GTX 970 or an R9 390 is possible in the budget, or a GTX 770 might shift the pixels for quite bit less.
