Overclocking an R7 250 on a low-end rig

Hi, this is my rig (lmao i know its garbage):
-MSI 760GM-P23 (FX) AM3+ Motherboard
-Corsair VS450 PSU
-AMD Athlon II X2 250 OC'd @3.45GHz with Hyper 103 cooler
-4GB DDR3 RAM
-AMD R7 250 1GB OC edition (MSI) with stock cooler

I've been learning to OC stuff lately and manage to squeeze more FPS after I've overclocked my CPU, and now I've been thinking of OC'ing my GPU too.

But I have a few doubts in my mind, :
1. Would it be a good idea? Considering my PSU and Motherboard
2. Would it squeeze noticeable performance out of it (4~5 fps improvement) ?
3. Would it be safe for the card and the rest of the components ?

Also it would be really helpful if you guys can hook me up with a guide to OC it (been searching on google for a while)

That's because the CPU is holding you back.
Dual core CPU will limit the performance for most games especially when there is a lot of things going on at the same time.
Only by upgrading the CPU you will see a respectable increase in performance.
Try getting a phenom X4 or wait a bit longer until you have enough money to upgrade.

well that's the thing, I'm in no financial position to buy any new hardware therefore I'm trying to squeeze every bit of juice of the ones I got.

Ooh i forgot to add this, I'm not looking for a high fps, i don't mind playing at 20 fps as long as it stable and not jumping up and down (my fps on gta 5 ranged from 20/22-40 fps)
