I need help! I just build a new PC, everything brand new. And I just installed windows 10, and I'm having micro stuttering issues in all games.

Solution
If you only have an matx case then the 970m pro3 is fine.
On the full atx front :-
The Asus m5a97 r2 is a decent enough board (NOT the le model though)

There is also the gigabyte 970a-ds3p which is fine for an 8320e, I'll stick with the gigabyte 970a-ud3p as being the cream of the crop though for affordable 970 series boards - possibly the best IMO & should you ever decide to overclock in the future the best by far.

Oh, sorry for voting down. I was on the phone, and didn't get the reply option, I was looking for it.
AMD FX 8320e
Sapphire Nitro R9 380X
Hyperx 8gb 1600MHz
ASRock N68 GS4 FX
Cooler Master 550w V2 Elite
1TB 7200rpm HDD

I haven't even OC, as I told you, it's a brand new build.

Thats strange, all your specs seem fine. Do you have all your latest drivers installed?
Try putting windows in preformance mode (controll pannel>power options)
You can also monitor your cpu and gpu preformanci while you are gaming to see what component causes this.
What games do you play?

Yeah, I've done all of that. I even updated the BIOS. I think the only driver I don't have is the one for the mouse. But it stutters even in straight line, so it isn't because of that. I also have CPU-Z and HW Monitor. How do I know everything is working fine?

Since it's a new build, I don't have to much games to pay yet, but i've tried Modern Warfare 2, Black Ops. Minecraft, Garry's Mod. They all run with good framerate, it just keeps stuttering. I also went back to Windows 7

None of these games are really cpu intensive so you shouldnt get stuttering because of cpu bottlenecks with them. You can monitor cpu usage with the task manager and you shuld get an oc tool to monitor the gpu then play a game and check what is happening on hte monitors when it starts stuttering

What is the model of the hard drive, would not be a green or eco drive by chance would it? These drives have a power-saving feature that cause them to spin down to conserve energy when not in use. If your PC is waiting for the drive to spin up, it would cause the stutter. Also, what kind of temps are you getting on your CPU and graphics card?

Op can run hd tune and see what read?write speeds his hdd has. Stutters caused by drives come from the hdd not being able to keep up with reading files which usually happens in open world games since there is a lot of things happening and it usually isn't constant (and the games he stated shouldnt overburden the hdd) thats why i doubt its the hdds fault. There is a posibbilty that his hdd may be failing though that would explain the constant stuttering

If overclocking your cpu hzelped the stutters than the problem was the cpu being a bottleneck and not the hdd.

Op Your gpu should not be doing that, it could be faulty but there are a lot of other posibilites too, you can try other drivers like dead ninja said.

Oh god. Finally something. Man, I've tried everything. I'll try with another card. I thought once on the mobo, but not on being incompatible. Thanks for that.

I tried with the drivers from the install disk and it stills the same. I think it'll probably be the motherboard. And it now makes sense to me, since the game that I've noticed the most, was minecraft. And minecraft is very CPU intensive.

What do you all guys think?

Its an nforce board which is ancient .
1. It doesn't support an 8 core cpu

2. The nforce chipsets always acted erraticly with old amd cards from the 48/58 series (yep that's how old the board is) - I wouldn't expect it to cope well with a combination of an 8320 & an amd gcn 2 based card , to be honest I'm surprised its running at all.
