Lowering Vcore physically?

My computer won't boot and I've tried all possible hardware replacements. This led me to suspect an OS or malware issue or that the CPU was running at a higher clockrate than it should. Today, I got a screen saying that "The system experiences boot failures because of overclocking or change in CPU voltage". Only issue is, when I enter the BIOS I have just a few seconds before the pc shuts off. Can the Vcore be altered manually? What else can I do?
