This device does not have enough free resources that can be used. (Code 12)

To use this device, you must disable one of the other devices on this system
This is the message when I look to my properties of my GTX 970, I can not get a video output of my GTX 970(MSI), I cn get a video output out of my motherboard(MSI z97 gaming 9 ACK), I tested the GTX 970 before I watercooled him on to the motherboard and it worked fine, now I am watercooling my GPU, due to my case thermaltake core P5, I use a PCI raiser cable from thermal take, so the first PCIx16 slot is for my gtx 970 and my second PCI x16 slot is for my Samsung 950 Pro SSD also with a x4 raiser cable to the back of my case, I have a corsair 860i and i tried different power cables for powering up my gtx but still the same result, so i don't think it's a power problem. Does anyone have suggestions to try?
Thanks

I've already read it, but the answer is not what i'm searching for, i do gave enough power and I tested the card before watercooling, so the anwser was good for him but not for me

Wel could you maybe just quickly describe these two problems, but maybe interessting, i can't start my pc from the pront I/O panel, i have the start my pc from the onboard motherbord panel?

It's rather hard to imagine your setup. Can you post a photo, how everything is connected.

One thing that sounds strange is that you connect Samsung 950 Pro SSD (that has M.2 form factor, right?)
into PCIE x16 slot. It should go into M.2 port that your motherboard has.

I've already tested my build with an other boot drive and so whitou second pci, only the 970, same result code 12, so can a conclude my raiser cable is not good, also the fact that my pc regocnize the graphic card makes that he is not damaged anyway
