Solution
Yes, a Core 2 Duo E6550 with a decent GPU will run Source-based games like Dota 2 and CSGO quite well.
However, a GTX 950 is overkill, and you'd be better off with a GTX 750/750Ti, as your processor is going to limit your GPUs performance by a bit, but it would still be enough to get good FPS and max settings in Dota 2 and CSGO.
In Battlefield 4 however, it is going to be serioursly limited by your CPU, as BF4 depends on CPU performance quite a bit more than CSGO or Dota 2.
I'd recommend buying a cheaper GPU for now, and getting a cheap used Core 2 Quad Q6600 for your motherboard, as you'd be boosting your overall game performance by quite a bit.

Well I used to play CS:GO with a Core 2 Duo E4500 and 2gb ram. I also had an Nvidia Geforce 210. Mine was made by MSI however and was passively cooled. The graphics card died with in 2 weeks of playing. I'd strongly recommend getting a better GPU. It dosn't have to be the latest, just something a little more modern. Like a 730 or something. These games ain't really demanding on processor power so there is no need to worry about it.
