I will be streaming games like ARMA 3, H1Z1, GTA 5, Black Ops 3, Rust, DayZ, and Minecraft. I will have the game playing at Ultra on 1080p while streaming it in 1080p will this pc be able to handle it? http://pcpartpicker.com/p/qRPVhM

An I7 cpu and Gtx 980 ti will destroy those games, they are even overkill for your resolution. Whether or not you can stream depends on your internet quality.

Your main monitor is 1440p why not play at 1440p? This Pc can more than handle it
Also id recommend getting an SSD and getting a different cpu cooler, for that build you should have an AIO water cooler or a high end fan cooler, 212 evo is super cheap and won't allow good overclocking
