RAM issue with Asus H87 Plus

Hey, everyone. So I recently purchased a new set of dual-channel RAM to replace my old set.

SPECS:
Mobo: Asus H87 Plus (supports up to 32GB ram)
GFX: Nvidia GTX 770
CPU: Intel i5 4570 (3.2 GHz)
HDD: Seagate Barracuda 1TB. WD Green 2TB and Samsung Evo 850 120gb SSD
RAM: (Listed Below)

The new set is DDR3 Gskill Ripjaws X 16GB (2x8GB) (PC3 12800) dual-channel 9-9-9-24 1600mhz 1.5v (http://www.newegg.ca/Product/Product.aspx?Item=N82E16820231568&cm_re=gskill_16gb-_-20-231-568-_-Product)

My old set is DDR3 Gskill Sniper 8gb (2x4gb) (PC3 12800) dual-channel with timings 9-9-9-24 1.5v

I'm not much of an expert, I've only done this one build (in 2013) but I've never had any problems with it until this. To me, the specs look almost identical for the two sets of RAM minus the sizes.

When installing the new ram, I would get a solid red LED on MemOK! and I pressed the memok and let it reset (over 20 times) and nothing would happen. Both sticks together wasn't booting and I had them by default in A1A2 and also tried B1B2 I tried using the sticks individually and the stick would work, but on boot it would come up solid red on MemOK! but after restarting about 10 times it would boot to and error screen showing Overclocking Failed! Press F1 to run setup....etc

When I went into my BIOS it had the RAM running at 800mhz. The ram is 1600mhz, but comes (by default) set at 1333mhz. I set it to boot at 1333mhz and altered the timings in bios to correspond with the timings listed on the ram stick itself, but I would get the same thing: MemOK restarting until it worked, which then would show the error screen Overclocking Failed! Running windows from BIOS would boot it fine and everything appeared to work. Changing the RAM settings all to Auto in BIOS had no effect either.

Changing back to my old RAM results in a boot with no errors displayed. (Which I am running now). I'm just confused as to why the new set doesn't appear to be working. I tried some guides that involved changing BIOS settings but nothing worked, so it was set back to default.

Sorry, that is what I had them in. :D My mistake on that. They were in the correct slots, though. What do I need to do to reset CMOS? I've read different things from different places. And the XMP profiles, I've seen it in the BIOS but I'm not familiar with it. (Thanks for the super-fast reply.)

According to CPU-Z, I am in Dual-Mode, with DRAM freq of 798.1 mhz, but it is showing timings of 11-11-11-28, tFRC at 128 and 1T.
If it means anything to you, those timings are showing for JEDEC #6, the correct timings are under XMP-1600 but it doesn't appear that is active?

Also, should I be trying your steps with one ram stick installed? I couldn't seem to get past MemOK with both.

I ran an xmp profile with the correct settings but I still get a solid memok and cannot even get a signal to my monitor with the new ram. My old ram runs fine and CPU Z shows the updated timings of 9-9-9-24 with the xmp profile. But still the new ram will not even boot. Not even to a point where I can get to bios.

Is it looking like faulty ram?

My bios is up to date. With one stick, I was able to reach bios after memok reset my computer many many times; with the other stick I was never able to reach bios. Even with the stick that could reach bios, if I restarted the computer it would have to run the full memok cycle again before getting to bios.
