RAM usage is amost maxed even with nothing running and CPU usage spikes to 100% when gaming causing stutters and crashes

16gb RAM (2x 8GB Crucial Ballistix Sport)
~250gb SSD that the OS is on
Windows 10
MSI Z97 Gaming 5 MOBO

I use my computer for gaming, programming, and video editing. I've had it for around 2 years now and its worked marvelously the whole time. Recently I've been having issues of my system stuttering or freezing when gaming and I looked to see what was wrong. The first thing I noticed was that according to Open Hardware Monitor my CPU cores all read 100% when the stuttering occured. The second problem is that I found no matter what was open or closed my RAM showed 90-95% usage. Even during gameplay the RAM use would stay at 90-95%. I think this is especially strange because of the 16gb of RAM that I have.

The temperatures on everything are very low. 45-55*C for the CPU and 70-78*C for the GPU when gaming.

I've run CCleaner, MalwareBytes, and Avast Antivirus but nothing came of it.

What should I do to try to fix these problems? Could it be that my CPU or RAM is faulty? Could I have a virus or malware that is causing this? Please suggest things for me to try!

edit-I've tested a couple of games: Rainbow Six Siege is stuttering heavily, Star Citizen shows no signs of performance issues, Far Cry 4 shows no signs of performance issues,

Also...that doesn't all add up to 16gb...so is there invisible stuff thats eating RAM?

Thanks! I assume it was malware then? Anyway its dropped all the way down to 11% RAM usage. I'll go try out gaming to see if the stutters and such are gone.
