Would this cpu improve my fps?

Hi, right now i have a fx-6100 processor and a gtx 960 gaming 4gb gpu, and if i upgrade to an i5-4460 (new mobo too) would it be a big leap? and also i can get a fx-8350 for less Price and not including the mobo change... Right now when playing bo 3 i get 60 fps but not at everything in high, and its kind of what i wanted to to, when i play usually my cpu usage is to 50-60%, actually my gpu is getting 80-90% sometimes, average 70, so changing my cpu to the fx-8350 or the i5 improve my fps? because sometimes I get sttutering issues.. but the GPU is the one getting nearly 100% not the cpu... so maybe my cpu is weak so my gpu is trying to do its work or something like that?

NOTE: Actually my CPU is taking 80-90% of usage and sometimes 100% and there's when it sttuters, also i get cinematics sttuters and some lag in campaign mode..

You don't want an 8320e. If your budget is tight, then an FX-8320 with a good cooler (preferably one that will also blow on the VRM) to overclock it will certainly help. An FX-8350 could probably be overclocked higher, but remember that the VRM needs adequate cooling to prevent throttling. Check reviews with all CPUs you're interested in, but the i5-4440 probably isn't much better than the FX-8350 when playing Black Ops 3.
If you bought a FX-6100, then I presume that you also bought a cheap motherboard that won't be able to properly support the FX-8350. It would have to be overclocked and even then it still won't match the i5-4440. yep, but its my 3 years old fx 6100 the one that bottlenecks my game? i've seen gameplay with my same graphics card with no stuttering, so if i change my cpu would it stop? and which one you recommend ( im on Budget ) new mobo + i5 4460 or fx 8350 or 8320e, won't mind a 5 fps change
