Why is my Fan making so much noise?

I just upgraded from GTX 660 to GTX 680 and from 500W to 650W (2 days ago)
When I run games the fan will make so much noise. This thing happened after I upgraded my computer. The GTX 680 is used but I doubt that's the reason for this. Ask anything about this I try to answer all the questions.
 
Solution
In which Country do you live? (btw, I'm from Germany) Then I could look something for you, which is better quality and not loud like your current one. Good psu cost a little, not without any reason (like any quality product).

Some psu have poor fans and get loud. Which psu model is it exactly? Maybe you have to replace it with a silent or near silent unit. Just in example my psu is almost silent even on load you almost don't hear anything. It even have an optional mode where the fans dont spin until it reached a specific temperature or load (forgot how it works). Such units are more expensive.

About the Corsair VS Series, its Tier Four (low quality unit):

Its a Standard psu, even without Bronze rating. Very cheap, loud and no efficiency. I would buy a different psu, something from Tier One or Two. Never go below Tier Three units (look at the link from tomshardware I gave you). If you give me a budget, I can try to find a better unit.

No, you get good psu for under 80 $. Its absolutely not low.

Its first class product, but I think its not entirely silent or silent like:

The review says that it gets noisy at stress. So maybe not exactly the unit you are looking for.

A very good unit, but I am not sure about the noise.

The next one is Tier 1 too, excellent quality made by SuperFlower and practically silent fans. It have "only" 550 W. This should be enough for your graphics card and pc setup. Not sure if the fan quality applies to the 650 W model, which costs 90 dollar I think.
