fps drop after 15 minutes of witcher 3

Starting the game i am getting 45 fps with high settings on my msi r9 270 x but after 15 minutes it drops to 20 fps and dosent rise again.After restarting my pc I get 45 fps for 15 minutes then the same problem happens .I have tried uninstalling my display drivers and re installing them
.When this happens my gpu temp is around 73 c ,GPU usage is 100% ,fan speed 23 , core clock at 450 and Cpu temp is around 48 C.

AMD 200 series graphics cards start getting wonky over 70 degrees so i would try to manually adjust the fan speed to a little higher or adjust the fan control curve higher, i would say arround 60% would do the trick, all the amd cards i have had start doing thermal trotteling at 70 degrees so that should fix your problem.

Thanks for the suggestion but in amd settings i have changed fan to manually 60% but still the problem persists my fps is not getting above 20 fps .And also this time my gpu temperature is around 63c

How long have you had this problem? Does it happen in other games? How long have you had this gpu?

from past 1 month i have this problem i have the gpu for about 18 months and it is happening in every game i play
My rig is intel 4670k , seasonic 660 watt psu msi z87 g43motherboard and msi r9270x gpu

Ok so a core clock of 450 is the level 2 power save state amd uses, there can be 3 reasons why this happens, first there is a thermal problem like your heatpaste hardened or heatsink became loose or something like that. 2 there is a driver problem and the only way you can fix this is by trying different drivers. 3 your psu is not providing adequete power when things get heated up but this is the least likely of the three
