PC continuously tries to boot itself and fails the majority of the time (Video attached)

PC Spec:
- Processor: Intel i5 4960
- Motherboard: Asus H97M-E mATX
- GPU: Evga GeForce GTX 970
- PSU: Corsair RM650 Fully Modular
- Ram: Corsair Memory XMS3 8GB DDR3 1600 MHz

Misc:
- NZXT Kraken X41 Cooler
- NZXT Hue+

Good Morning everyone,

So I am having some issues with my PC that I recently updated.
-When I press the on button on the PC, the PC will boot for two secs then turn off
-Shortly after turning off the PC will turn on by itself and try to boot, but again fail
-The PC continues to try and boot by itself.
-After a few attempts the PC will actually boot and will work fine.

A few misc facts about the build as well:
- When I unplug the PC the CPU fan still spins, but if I unplug the HDMI and DP cable plugged into the GPU the CPU fan stops.

Before I installed the GTX 970 I had an Radeon HD 7850 installed and had no issues booting the PC. Although when I played XCOM 2 for around 40 minutes my PC suddenly shut off. When I rebooted the 7850 wouldn't output any video, that is why I upgraded to the GTX 970.

What have I tried?
I have tried removing the CMOS battery on the motherboard
I have tried using the jumper to clear the CMOS RAM RTC

update the BIOS of the motherboard

all power plugs connected to the motherboard? ATX12V 8Pin (2x4Pin) plugged in too?
all power plugs connected to the gtx970?
dependent on which 970 it is, 2x6Pin or 1x8+1x6Pin
