it's a 80W gpu vs a 65W gpu, you can't tell the difference, even overclocked my old HD 7770 Ghz Ed. never cracked 55C with the fans locked at a max 20%.

its a very low power card with very little heat generation; talking about heat or power is nonsensical with cards under 120W.
They are all pretty much the same, thus the same price, however personally I would go for the gigabyte gt 740 due to its 2gb gddr5. The other option would be the r7 250x 2gb gddr5 but it generates more heat that the gt 740. Also are you sure your PSu can handle those?
 


obviously you've never used a hd 7770 or r7-250x - those cards are 80W cards; it's pretty much impossible for them to "generate heat" in any significant way.

that said, you're correct. best two options are the gt 740 with 2gb of gddr5 or the r7-250x with 2gb of gddr5 ram; THAT SAID, the r7-250x is about 10%-15% better for gaming performance across the board. So to answer the OP's question, get the Sapphire r7-250x with 2gb of gddr5 ram. Nothing else you listed will do as well.
