CPU/GPU Temp higher than normal

So for seemingly no reason my temps are higher than normal at idle, almost double on the CPU. It reaches around 40, sometimes a couple higher, and normally before at idle it was mid 20's. HUGE difference. My GPU isn't suffering as much, it stayed at around 31 before, but now it's averaging around 40. I don't think it's a matter of dust, the computer is fairly new. I was told before that it may have been a problem with drivers which was a previous problem I had and that DID fix it, though that wasn't long ago and I haven't installed any since so that couldn't be the problem. Airflow is about the same as before, though the side fan is sitting up against a wall though (but still with 1-2 inches of space, plenty of room for breathing so that also shouldn't be the problem.), so does anyone have any idea what else the problem could be? I'm sure it isn't the way I put on the thermal paste or anything, as the computer isn't BRAND new (a few months old) but it's still not time to replace anything like that, and it wasn't seated wrong. I'm also not overclocking though when I do, my temps still actually seem lower except when I'm playing. Any help would be appreciated.

On average under full load my GPU stayed normally at around 55-58, which it still does actually, so it's only the idles that are a problem. Only thing I can think of that has changed is I actually just installed Windows 10, maybe that messed something up somehow?

One way to eliminate the OS as a cause is to check your temps in the BIOS when you first start it.
To see what the idle temps are being reported there.
What software are you using to record temps?
Usually idle temperatures are not such a big deal as load temps.
In Task Manager, whats your CPU's idle percentage when your recording your temps?
What are your temps under load? Using something like Prime95 should give you a good load scenario.

Power settings are fine, basically the same as before, I have it set as balanced with minor tweaks to things like sleep mode, but that's it. I've just been using Ai Suite 3 and Open Hardware Monitor to check my temps, it's what I've used since I've had the computer and it's what I'm used to and like. Idle temps may not be as big of a deal but when it's such a big spike it seems like a big deal. My GPU under load stays around 55-60, never usually going over 60. 58 is what I most commonly see it, and that's when I'm running pretty intensive games. Now though it's going lower as it goes idle, but very slowly, and it's still over 10 degrees higher than normal. My CPU is staying around 40-45 right now, and at the moment I'm actually doing a few scans on my computer so it's not as low as it could be, but even before, the lowest it was going was 40-41 or so, so there's no real difference. I had it at 24c, versus about 45c now. GPU was at about 31c, versus the now 41c, and was a little higher not long ago. I'm thinking it's almost certainly something with Windows 10 but unless someone else has had similar problems with it I have no idea. I'm just not comfortable with leaving it so high on idle temps when I know it can be so much lower, and it's kind of noticeable since things seem to be kind of slowing down, though I've noticed that's also partly because of Windows 10 and its many bugs since everything was perfect before I switched from Windows 7. I could do much more than what I'm currently doing without the temps getting nearly this high.

Looking around (https://linustechtips.com/main/topic/418532-high-cpu-temp-after-upgrding-to-windows-10/) it seems it could be a false temp. reading in Windows. You mentioned you updated your drivers, so I assume thats the chipset driver.
You can try running something like Ubuntu on a thumbdrive, and look at temperature readings there. See if its OS dependent or not.

Mmm I don't think it's false, because the other temperatures when I'm actually running games are still fairly normal. Is there no other way I could fix it?

But as I said the problems only very recently began, and the computer is new, and the thermal paste was fine. Is there no other sort of glitch in Windows 10 that could cause it?
