PSU is wayy overkill (go to something like a 650W Seasonic).

RAM speed actually might do the opposite. The higher the speed, the less likely of getting to 4.5ghz. This is because the memory controller will be stressed way more with a 4.5ghz CPU and 3200mhz RAM than say 2133mhz RAM. However, it is rare. There is an 85-90% chance your CPU will make high overclocks with 3200mhz RAM.
