Hello, i will cut to the chase ,MY PC IS 10 YEARS OLD AND I DIDN'T PLUG IT IN FOR ABOUT A YEAR.
I cleaned it up inside out. i startup my pc and it shuts down after ~15 seconds around the time it takes me to just about access the bios.
So yes i have display on screen.
i startup only with PSU ,HeatSinkFan,Cpu,speaker(beep). So i have eliminated the bad PSU(i tried a powerfull and reliable one for testing and had same result),also my ram sticks are fine,i also unplug the powerON cable after i have pushed it to startup the pc,(so that can't be the case).
So, that leaves me with either faulty video card or ? that is my question.
Also a couple things i have done is , remove and replace the cmos battery , switch the jumper position and back.
Please i would appreciate some feedback , thank you in advance.

Solution
If it doesn't boot with properly only CPU, ram and GPU then the fault is in one of them, or the motherboard. If possible replace them to see if it boots with another one that does work.
Look up in your motherboard's manual (usually it can be downloaded at the manufacturer's website) what those 2 short beeps stand for. Usually they mean something, for example (not saying this counts for your specific motherboard) 1 short beep means power failure, 2 short beeps mean CPU failure, etc.

i got Asus P5SD2-X motherboard.
I haven't mentioned something important : my pc makes 2 short beep sounds and shuts down around the time it shows me Bios only when my pc is shut down for some period of time(e.g 20 minutes) whenever i try to start it up again after the first shutdown(meaning within a few seconds) , it shuts down faster than the previous attempt.
It feels like it's recharging on it's own but not enough, hope that helps.

So, a quick update on this, i removed my cmos battery completely , and now i am getting 1long and 3short beeps which usually indicates a video card problem.
Although whenever i plug the pc in a monitor it displays everything until i enter the Bios which is usually around the time it shuts down.
Could this be a CPU overheat ? the fans are spinning fine ,and also it is not noisy which usually indicates it is not working at full speed.
Any ideas ?

It could be a faulty videocard, but it could be anything really. As you said it is 10 years old, hardware just doesn't last that long even if little used. You could try to reflash the bios, see if that helps. If possible try another videocard. If it does not shutdown immediately, check your temps in th BIOS if available to see if they are good. Try to unplug all components but the ram, cpu and vga to see if it might be something else causing trouble.

Thanks for responding again, I am only booting with PSU(which is 100% working and reliable and also 1200watt and matches my manufacturer's one),1stick of ram which is working cause i can see on the display it says the amount of ram and ok on the very first display i see when i startup the pc.

The pc shuts down around the time it gets me to access bios ,so i can't really see the temperatures. The thing is i had 2 beeps before removing the cmos battery and now that i am booting without the cmos battery i got 1 long beep and 3short ones and then pc shuts down, and if i try to startup again after 5sec it shuts down faster before i even get the beeps sometimes.

Could it be the video card ? would the video card shut down my pc and also give me display if it was faulty ?I think the Cpu might be getting hot and my settings do not allow the fan to spin faster , since i got no cmos battery now on ?I should mention that i haven't reapplied thermal paste ever since the first time 10years ago.

So, i put on the cmos battery back in and it didn't make any difference what so ever(probably needs to be replaced their estimated lifetime is 5-10 years),i touched the heat sink and it was not hot at all.
