Recent PC Upgrade Issues

So,

I recently upgraded my pc, or what I would like to call an upgrade. Prior, I had a AMD FX-6300, and I went to a Intel i5 - 6500.

With that came a new Motherboard and RAM, and a 144Hz monitor today.

I haven't re-installed windows quite yet, because I don't have a non-usb keyboard / mouse on me at the moment and without them, at least to my knowledge I can't install windows.. (I've tried and it won't let me use my keyboard or mouse on the windows install screen). But that's not what my question is.

I typically play CS:GO, and I figured that buying the few things that I did, it would improve the game performance somewhat and it's been the exact opposite. Before setting up my 144Hz, I would average 250~ fps (which I still think is low considering that the 6300 was getting about the same FPS). And now, my FPS is hovering around 90~ while in a game of CS, I haven't tried any other game though.

I guess what I want to know is, should I just try to acquire some old PS2 hardware (keyboard/mouse) and reinstall Windows or is there something else that I could try to fix first.

Watching Windows task manager shows me that my CPU runs at nearly 100% while running CS (seems odd to me, but maybe that is the case).

Anyways, any ideas to what could be causing this terrible lack in performance (or maybe this is what it should be) would be greatly appreciated.

New:
ASRock H170M Pro4S Motherboard
16GB G.Skill DDR4 RAM 2133Mhz (I think)
GTX 970
H105 Water Cooler
500W PSU
Intel i5 - 6500 @ 3.2
Asus VG248 144Hz Monitor

Old:
Asus Motherboard (can't quite remember the model)
16GB G.Skill DDR3 RAM (can't remember clock speed)
GTX 970
H105 Water Cooler
AMD FX-6300
500W PSU

TL;DR - Installed new hardware and have only seen performance decreases. I know the recommended thing to do is reinstall Windows to remove any leftover stuff from the old motherboard and cpu... but I don't at the moment have what I need to do so (unless there is another way). Am looking for tips to try to improve the performance.

** I am using two monitors, but I was with the AMD before and wasn't having these same issues.

Running with an old windows install on a new motherboard and processor usually does not work at all. When it does work, it usually works badly.
So yes, you do need to re-install windows and all the appropriate drivers.

Blaaaaaaaaaaah, that's what I figured I needed to do.

Lodders is right, reload windows - those old drivers aren't doing you any favors. You should be able to use your USB keyboard - it might take a second for the system to recognize the device but worst case scenario switch to one of your USB 2.0 ports. You could also try a USB to PS2 adapter if needed but I have yet to have to resort to that and I deploy desktops all day.

I can't though, unless I'm being stupid. All of the USB's on the motherboard are USB 3.0 and I've plugged in two different keyboards and neither of them have any response when I'm on the Windows install screen
