New build issues again

put together my first build and having troubles. When I power it on fans will spin and lights will come on for about 15-20 seconds then turns off in a cycle until I hold the power button down to power off. Tried one stick of RAM in each slot then did the same with other stick with only 8 pin and 24 pin connected to the mobo and same issue. Checked connections and they were fine, checked cpu pins and they were also fine, psu tested out fine.

Asrock z97 fatal1ty killer
Intel I-5 4690k Devils canyon
G.skillz ripjaw 2 8gb RAM
Evga gtx 970 graphics card

No screen but I read somewhere on here that it could be because I was using an hdmi cable because sometimes they don't work without installing drivers. Didn't know that could cause it to shut off but it's powering itself back on as well

That could be the cause, although Ive only rarely seen that happen. Have you tried booting with the hdmi cable plugged into both the gpu and the motherboard?

Another thing you could try, when you turn the computer on, press the key to enter the bios (usually delete) a few times. See if it stays on or power cycles again.

Tried both on board graphics and graphics card and still no display
