i am getting all my parts together to build a computer
i had windows 7 oem on my old build can i use this someway to get around purchasing
windows 10
if i can get it running then i could use the free upgrade to get windows 10

The only entity that can approve this is Microsoft. If they say no, then you are 100% out of luck.

And they might say no.

An OEM license is tied to that original motherboard. The only way around this is to convince Microsoft to allow that license on different hard.
This usually works with a broken motherboard and replacement. With a whole new PC, not so much.

The OS needs to be part of the budget for a new PC. You seem to have left that out.
Just like leaving out the RAM or similar.

For a direct 1:1 replacement of a broken motherboard, yes.
This is not what you are doing.
