Sorry for the late reply.
You might have already noticed my lacking knowledge of Radeon cards.
The 750ti won't be much increase from you current card.

  • R9 270 is worse than the 750ti
    750ti is worse than the R9 280
Does your motherboard support Crossfire of the R9 270 ? It would be a cheap way to upgrade considering you won't be completely removing your current GPU.
I'd honestly think of going crossfire or getting a R9 280x or GTX960.

Depends on your needs.
If you want to game 100% Graphics card
If you find you need more ram from editing and rendering you will need more RAM
Please note a jump from 8GB to 16GB of RAM will only increase gaming performance by a fame or two.

I think you'd be better off going for the GPU. Unless you specifically need more RAM, 8GB is fine.

Thats a very budget dependent question.
You definitely don't need 4GB of VRAM if you play LoL.
A great performance, budget card is the GTX 750ti.
Here is a list of games on the 750ti and their average FPS in different resolutions.

If you find the FPS to be to low for your needs you can got for a GTX 960 or 970.
