FX-6100 achieving 86c in Civ 5, should I replace CPU or cooler

I know this is way to high for my CPU to be reaching,
(Noticed the high temp after alt tabbing to CPUID HWMonitor and immediately stoped the game as temps were still rising and underclocked cpu to be safe)
so should I get a new cooler
(Been using the stock cooler for a few years but only in the past month have the temps started getting higher than 60c)
(Been thinking of getting a Hyper 212 Evo or reusing Corsair H55 attached to my GPU)
or should I just replace it (Going to change to FX-8320e if I do)

Replaced thermal paste today (Artic Silver) since the temps recently were getting bad
After adding the paste the idle temp[40c->29c] and load temps were lower (CPUID Stress test for 40sec[Short since CPU would heat fast] 69c->47c)
however Civ 5 still manages to heat the system high (80c area and higher
No overclock when testing temps (3.3ghz) however the image linked was overclocked slightly to (3.4ghz)
Used to be able to achieve 4.2ghz on stock cooler at under 60c
 
Solution
I'd get something like the 212 EVO or the H7 from Cryorig, both very good and reasonably priced (anout $30), plus if you upgrade CPU can just take the cooler forward - either will be better than an H55

I'll need to check what the average is but as the title said it was reaching into the 80c area and rising (Well aware that these temps are not safe)

Temps in celsius still? Or somehow switched to fahrenheit. 80c is a bit toasty and your cpu should have throttled down or shut off around that number. And after you cleaned it and re did thermal paste. Do believe you posted numbers went down a little bit. Did you seat cpu cooler on properly and not go a tad bit over board with thermal compound?

Celsius and my CPU has shuts off on me at 90c (Ran prime one day and came back to witness just at the moment temp hit 90c and it turned its self off

Hmmm sure your Case vents are not clogged with dust for proper circulation? Especially around the intake and exhaust fans. If that is not the case then can only suggest a new CPU cooler fan on stock one might be about to die or it could be something else.

Do you guys think my CPU may be damaged? Vents have been cleaned and the CPU fan still runs at the speed I remember. And the H55 is something I have spare on a GPU

I'm going to go with getting a new cooler and cpu, should I get the FX8320e or would you recomend any other am3+ cpu that's same price or lower?

Guess I should test it out, plan to upgrade old hd 6850 this summer or later with the arrively of the 14nm GPUs (Polaris and Pascal)

As for the H55 on the GPU (Stock clock), is 36c idle and 58c load decent or is that subpar?

Going to try h55 on cpu tomorrow, turned turbo boost off to prevent some heat, took cpu 5:30m to achieve 70c (Prime95)
If I get bad temps with h55 tomorrow then do you think I should replace cpu?

Ok so I didn't attach the h55 to my cpu however, right as I was going to put the h55 to my cpu, I noticed that I could dismantle my stock cooler so went and did that, large clump of dust on the inside that could not be removed with canned air on the outside, after removing it, temps dropped
With the same minitests I conducted before idle 19c (Before 40c then 29c[New Thermal Paste]) and load for 40sec was 34c (Before 69c then 47c[New thermal paste])
Later I'll get a new cooler (Might get Hyper 212 Evo) but not in a rush, going to save up for the launch of the new GPUs.
