Ok so after searching your guys forum and some others conclusion that i need to make a post.
I have just reinstalled windows and my CPU is running stupidly slow. Its not overclocked and it is not overheating. I have a Corsair h100I on it and the average temps when running the benchmarks are in the low 30s. You can see by build in the second link if you guys are curious.
Here is one of the benchmark tests that I preformed
The CPU its comparing it to is the same one that im benching.

Now i thought it may have been the test that is messing it up so i googled some other cpu tests and I also did this one.

You can see its in the low low percentile.
I was reading that it may be because i had my CPU parked and I tried to un park it but with no victory. So i finally said screw it and when into my BIOS and tried it with my OC genie On and with it OFF with both on default settings with not luck. I dont know what it could be but please help.
PS I know my 660 is bottleneck my system im getting a new one soon.
