Most Efficient Platinum PSU 800Watt

Basically as the title says, i'm looking to upgrade from my XFX 520 Platinum to a higher Wattage which can handle my 3770k + GTX980 better.

I'm simply looking for the most efficient PSU on the market for a system that would be roughly drawing 400watt(Part Picker says 366w, 400w with Fans + Cooler presumably).

520W should be enough for that unless you're massively overclocked.

Is there any particular reason you want extremely high efficiency? You'll pay far more for the PSU than you'll ever save in power bills.

On top of wanting a Hybrid Fanned PSU(My current is Fanless), i've been encountering large Frame stuttering in GTA V which has been presumed(and largely narrowed down) to be some form of Power issue since lowering the Graphics settings have slight effect on the Stuttering and moving it to an SSD doesn't help, the game runs uncapped over 100FPS but will stutter and take 30/40 FPS drops for half second spikes.

I am currently Stable Overclocked @ 4.0GHz

Did you try GTA 5 with high settings but lowering the overclock?
On my older 4.3ghz overclocked system, stress testing prime etc ran for hours all ok with no errors but a few games would stutter. lowering the overlcock by 100mhz stopped it.
4ghz doesnt seem to high though
