6700k and 980ti terrible fps

just installed this GPU and my frames are terrible. On cs-go on the lowest possible settings I am only getting about 30-40 fps. Yes my cables are plugged into the GPU

the psu is a HX1000i. i disabled Vsync and i do not have a gsync monitor

at idle it is currently at 38C when i was playing it was around 44C

That was gpu the cpu is around 28c idle but im not sure of the load temp at the moment

Is the GTX 980 Ti recognized as a GTX 980 Ti in devmgmt.msc?

I'm not sure of that particular thing. But it does say 980ti on GeForce experience and gpu tweak 2

Press WinKey+R. Type "devmgmt.msc". Then open the tab of display adapters, and it should not say something about basic SVGA drivers.
