My pc will not boot with the new or old psu

Hello,I have recently upgraded my psu in my system from a 400w to a 750w (plus 80 silver) because my pc would crash when playing games from a lack of power. However after plugging everything in after installing my new power supply,my pc will not boot.. the display has no signal,the keyboard does not respond but all the fans and peripherals in the pc are on as well as the LEDs.
I have tried reseating the ram and then using only one stick (out of the 4 sticks of 8gb that I have installed) in both channels.. nothing
I then tried resetting the cmos by taking out the battery and using the jumper and still have the same problem.
I also tried without the hard drive plugged in and also without the gpu installed and still not booting..
I then tried to hold down the power button for a minute with everything unplugged (externally) and I still can't get it to boot.
At this point I tried using the old psu and it does not boot with the old one either..
I am lost. Please help

cpu would be the absolute last thing. (especially if its intel).
by the method above we trying to eliminate variables.

so its GPU, mobo or ram (i guess the new PSU could also be faulty). you can eliminate the ram by trying 1 stick at a time.
usually its PSU or mobo.

if youve got AMD then im betting on mobo. amd mobos are a much less reliable - regardless of brand

OK, luckily I can send the mobo back and I'll receive a refund but can you recommend if I take the same one or an upgrade please?
My cpu is an amd fx 8320E and the mobo is a gigabyte 970A UD3P AM3+ socket

Not sure about AMD all i know is that its cheap junk that i wouldnt touch with a 10ft pole. Sorry for being so critical. I saw some bad stuff at the major retailer i worked for.

If youre building a many node server farm for extreme bang for buck rendering thats the only time id suggest going AMD.
