New setup stuck at motherboard splash or POST or reboots on win 7 start up

Computer parts:
Motherboard: MSI X99A Gaming 7
CPU: Intel Core i7-5820K
PSU: Corsair 850W RM850i
GPU: MSI GTX 970 Gaming 4GB
RAM: Kingston HyperX FURY Black 32 GB
SSD: Kingston HyperX Savage 240 GB
HDD: WD Green 2 TB


My computer gets stuck on motherboard splash image, sometimes on POST and sometimes it reboots itself on the win 7 start up screen. Sometimes it even has problems to boot from USB stick. Once it gets to windows, there's no problems.

I have changed my SSD and my motherboard. I also reinstalled windows. I was using Asus X99-A and had the same problems.
 
Disable the logo/ splash screen in the BIOS. So you can what its doing

If it hangs on the post screen, this can be a sign it's having probs reading one of the hdds. Or having probs detecting something

If there's nothing on the WD disconnect it, see what happens

And if there's nothing on the WD, if you've just installed Windows, was it connected when you installed Windows?

Couldnt find secure boot settings.

I found secure boot settings and they are disabled by default. If i try to turn them on, it wont detect my hard drives anymore. I also tried to put boot mode UEFI only and it didn't detect my hard drives anymore.
