Your opinion on these time outs

Yesterday I got a new modem which made my speeds a lot better, but I noticed that it disconnects and connects frequently. I did a tracert and noticed that I have several time outs starting form the 3rd hop.

I've also noticed that during a speed test, it would go up to 20mbps and then slowly go down to 10mbps download.

Also, it is a cable connection and happens in wireless too.
 
Solution
I just found out that only when the router is on, my connection starts to time out. My modem has its own wireless mode but I disabled it and have my router be the one that has Wifi.
You need to do more extensive testing tracert is very simplistic and sends little data. Hop2 would be nice if it would respond but your ISP must have it configured not to.

In your case run continuous ping to hop 3 and hop 4. From the trace it looks like hop 3 but the connection going to hop 4 has issues. If you continue to see few or no errors you modem and connection to the ISP are ok. Hop 3 and hop4 are in the ISP network I suspect and only they can fix it but getting a tech who even understands will be quite a effort.

I did tracert for google and youtube several times and it seems that it doesn't time out anymore on hop 3 nor 4 (except for google that gives me one * on hop 3 or 4), but I constantly get disconnected and reconnected to Steam, websites sometimes freeze in loading, etc.

Maybe because my router is kinda old when the modem is a new model? Because the internet works when devices connect directly to it. It only times out when the router is plugged into the modem(doesn't matter if devices are connected to the router or not).
