Computer stuck on starting windows screen

Hi,
My PC is stuck on the starting windows screen, i've tried changing things in the BIOS, I created a bootable USB, also tried the bootable usb with the hard drive unplugged. Nothing has worked and I can't think of anything else to do. Does anyone have any idea what the problem could be?

All I did was play some CS-GO then turned off my PC, went to turn it on the next day and it just wouldn't go past the windows starting screen, the starting windows writing appears but no logo. There was an update I did that day but I'm not sure if that would have anything to do with it.
