32GB RAM Only 15.9 Useable

Hello there, I'm having an issue where I have 32GB of RAM installed and only 15.9 is being used by windows.
Only 16gb is appearing in the BIOS as well, but the 32GB does show up in Windows as well as programs such as CPU-Z.
My specs:

Motherboard: ASUS M5A99x evo r2.0
CPU: AMD 8350
Memory: Corsair Vengeance Pro 4x8gb 1866MHZ (CMY16GX3M2A1866C9B)

This is on Windows 10 64bit as well.

Try with a single stick in slot 1 (closest to CPU, it that works try same stick in slot 3 by itself, if it doesn't work in either slot may be a channel problem - which is often caused by a CPU cooler tightened down too much in a corner or side - loosen cooler and snug down screw tight

Okay so anytime I put a RAM stick in any slot other than the first one, the PC won't even post.

Okay so the first and second slot work, the CPU is fully intact, no broken pins or anything.
