"Windows is low on memory" during Witcher 3

Just built my system and finally getting to use it. During The Witcher 3 at 4k, it closed out with an error message saying the Windows is low on memory and my resolution was all screwed up? Would this be my PC RAM or my GPU's RAM? Either way it shouldn't happen, I have 16 gigs of RAM installed. Here's my build:

Asus x99-m ws
i7 5820k OC @ 4.0GHz
Corsair Vengeance 16 gigs (4x4) 2400, XMP @ 2666
980 ti SLI
HX1000i PSU

Any ideas??

If it's showing 16GB now you don't need to do anything else must of not been seated good.

Yeah just checked actually, it was only showing 12 and in bios my B1 slot said NA. So I took the stick out and switched it with the stick that was in A1 (to be sure if there is a prob, I will know if its that stick or the slot on the mobo). As of now, it shows 16 gigs installed. How do I make sure its all usable?

Yeah probably so, just gonna play some more and see what happens. It didn't happen till after an hour or so of playing.
