Upgrade Specifically for Fallout 4

This is what we built almost 2 years ago:
i5 4440, 4gb DDR3 1600 ram, Antec VP450 psu, HD7770 gpu, 1080p resolution

My grandson has been happy with this build for gaming, but now Fallout 4 is playable only somewhat. I would like to upgrade enough to make the game play smoothly but not spend more than $200 or so. He'll be getting a new computer next year after graduating High School.

I think upgrading ram to 8gb and using a GTX750ti should be enough for smooth gameplay. Am I right?

The cpu wont bottleneck in any games if youre going to spend that much try aim for a better gpu like this .http://pcpartpicker.com/p/XFMTsY with a 390 and that cpu he will literraly max any game at 1080p above 60fps and even have an entry level 1440p gpu

The motherboard has only 2 slots for ram and we're using 2x2 gb, so we'll need 2 sticks of 4gb... I'm wondering if upgrading only the ram will make the HD7770 work well enough, or will it make any difference at all? Is the HD7770 just not good enough for smooth play?

Three weeks after starting this thread... we chose to go with the gtx 950 and ram upgrade. We kept the existing power supply with the gtx 950, and that was the deciding factor (upgrade cost was below $200), although a more powerful gpu and psu probably would have been a wiser choice. No regrets, Grandson is happy with the performance and no problems with Fallout 4 on medium settings. Most likely medium-high settings will work well also. Thank you all for the replies.
